Childcare Education & Training Supplement (CETS) Scheme
September 2010 saw the new Childcare Education & Training Supplement (CETS) Scheme was introduced by the Department of Children and Youth Affairs (DCYA). The CETS scheme will support the childcare needs of participants in training and educational courses operated by FÁS and Vocational Education Committees (VECs).
In June 2010 the scheme was open to applications from:
(a) childcare services which provide full daycare and / or afterschool care for children attending primary school, and
(b) except where a service is solely engaged in the provision of afterschool care for children attending primary school, childcare services which are participants in the Early Childhood Care and Education (ECCE) scheme and / or the Community Childcare Subvention (CCS) scheme.
Following information on demand received from FÁS and VEC centres the DCYA allocated CETS places to services who are paid a capitation fee for each childcare place it is contracted for with the DCYA. Contracted childcare places must be made available for free to FÁS and VEC trainees who are eligible for free childcare support under the scheme. The DCYA will pay participating services for the agreed number and type of free childcare places and will advise FÁS and the VECs of where these are located. Local FÁS and VEC officers will then advise qualifying trainees of the location of free childcare places.
The capitation fee is paid for places on the basis of a number of weeks per year. In some cases, set numbers and types of places are required for 43 weeks during September 2010 to July 2011. In other cases, set numbers and types of places are required for 25 weeks during September 2010 to February 2011 and then for 26 weeks during March to August 2011.
The capitation fee is payable, in advance, at a weekly rate (Monday to Friday), of €170 in the case of a full-day place, €95 in the case of a half-time place, and €50 in the case of an afterschool place. Full-day: at least 10 hours per day to include 8 am to 6 pm. Half-time: at least 5½ hours per day to include 8 am to 1.30 pm. After School: at least 3 hours per day to include 2 pm to 5 pm.
